2012 CWC Annual Convention

The 54th CWC Annual Convention will kick-off the Year of Water celebration. The Water Congress will be recognizing several of our water organizations that are celebrating significant anniversaries – Colorado Water Conservation Board, Colorado River Water Conservation District, Northern Water, Parker Water and Sanitation District, and San Luis Valley Irrigation District, and Southeastern Colorado Water Conservancy District.

The CWCB was born out of concern that Colorado was at least two decades behind other Western states in the planning and management of our water resources. The crucible of the 1930’s – the Dust Bowl, Great Depression, and beginning of World War II – drove the need to resolve our many internal conflicts over water and begin seriously planning for our water future. Northern Water and the Colorado River District led the way.

In the 1950’s, the Southeastern Colorado Water Conservancy District and the Colorado River District were deeply divided over the Fryingpan-Arkansas Project. The conflict over this project was representative of the times - perhaps the most turbulent decade in our history. But there is much more to the story than that.

So we will also celebrate the Fryingpan-Arkansas agreement that was ultimately reached and the leadership that resulted in the signing of the legislation in 1962.
