The Directive employs new rules and management directives concerning both groundwater quality and quantity on NFS lands. With respect to groundwater quality, the Directive provides new direction for evaluating and restricting activities on NSF lands that could negatively impact groundwater quality and provides the direction concerning the cleanup of groundwater that has already been contamination.
We request that, at a minimum, revisions be made to limit the Proposed Directive to those actions on National Forest Lands that directly affect ground water resources on National Forest Lands.
It is imperative that the Forest Service recognizes that ground water is owned and administered by the state and valid appropriators thereof.
Comments were submitted to the USFS by CWC on October 3rd.
