state severance taxes on oil and natural gas

The proposed initiatives will be on the 2017 ballot because they raise fiscal issues.

​To date, there are seven proposed ballot initiatives with the 'State Severance Taxes on Oil and Natural Gas' topic. The following is a general topic summary of those proposed initiatives.

Starting on or after January 1, 2018, changing the tax to 10% of the total gross income from the sale of oil and gas extracted in the state when the amount of annual gross income is at least $300,000.
​
​This initiative appears to:
  • Increase the oil and gas severance tax rate;
  • Eliminate the severance tax credit that is based on property taxes paid;
  • Eliminate the stripper well exemption; and
  • Require some portion of the severance tax revenues to be used for a specified purpose.
