For our very first 2025 CWC Impact Award, we happily bestowed the honor on Larry Clever!

Larry served for 30 years as the General Manager for the Ute Water Conservancy District. He oversaw the rapid expansion of both infrastructure and population in the district in his time there.

As Western Slope Now put it, "Notably, throughout his tenure Clever had oversaw the completion of the Plateau Creek Pipeline, the acquisition of 12,000 acres of water rights from Ruedi Reservoir, and the retirement of the District’s multimillion-dollar debt in 2022."

Larry's greatest legacy, however, is not himself. He put in hard work to place the right systems for the next generation of area residents. As he put it to the Grand Junction Daily Sentinel, "I provide direction, and then I get out of the way and let them do their job. I think people appreciate that, and for it, we get a lot more done, because of that attitude.”

About the 2025 Impact Award

Established in 2025, this award is presented to the Colorado Water Congress member. The honoree has exemplified:

  • outstanding service
  • exceptional leadership
  • active and enthusiastic participation in the CWC

The award honors a member of the Water Congress who has furthered the mission of the organization through their exceptional work in their specific area of expertise. However, the Impact Award will not necessarily be awarded annually.
